I'm not sure anyone knows, but the video shows a highshool type setting, and "holla" could mean "call". I believe the best bet is the song is about a play, and Gwen wants the part then and there she doesn't want a "callback" audition.

There's also likely a subtext meaning about a relationship. I imagine it's describing something like a guy wanting to see more of her later, but she wants a commitment then and there.
