The song is written to be metaphorical, and never gives a clear picture of the meaning, till the very end. But basically, as I understand it, it's about someone killing himself/herself, and then being very afraid and asking for forgiveness just as they're dying.

The song, is about someone who feels lost and betrayed, to the extent that he/she is now committing suicide, presumably by cutting herself. It is actually the last words 'My suicide" that explain the situation that has been painted before.

The character, immediately after cutting herself, regrets it and starts to panic. That's when she uses a tourniquet to try and stop the bleeding, but it's not working. She's still bleeding and she knows she's dying.

That's when she turns to God and asks "Am I too lost to be saved?"

She's scared and doesn't want to die. But she knows she's dying, and wants forgiveness. That's why, in her fear, she's calling out to the tourniquet as well as to God for forgiveness.
