A suspended drum is held up by something called a "suspender" (:not a suspender

that country folk wear;) that is placed ontop of the lugs on the side of the drum shell

(they're chrome colored). Then are held down by the tention rods that are screwed

into the lugs when putting the drum rim and head on.

Their purpose is to reduce rattling (if I'm correct) and let the drum ring more freely.

Check out suspenders at "drumjunction.com" if you would like.
