Axl Rose began to write music at a very young age to get away from his home life. He originally was from Indiana, have you seen how beautiful the grass/scenery is? He was kicked out of his home at a young age forcing him to live on the streets and struggle to eat. This was because of his refusal to cut his hair. This is why he talks about being a criminal etc. However, his mind had always been set on a music career, being classically trained on the piano, and writing November rain at the age of 15 or 16 if I remember correctly.
Therefore this is him talking about his current struggles before going out to LA. His family life, and his ambitious while he was there. It is also about how he actually thought of his home and the beauty behind it. There is no such thing as Paradise City in any part of California. This song is entirely about Indiana.

His parents refusal to accept what he wanted to do with his life and his life in general.

His thoughts on what they tell him how California is going to be if he moves out there compared to the beauty of Indiana.

In this verse he is talking about how far away the ones he did care about him and vise versa would be away from him. Indiana is a day or two trip straight through.

He is actually talking about his father and his conversations with his father. Furthermore his parents thoughts on his "dreams".

Again he is talking about his dream of going out and trying for stardom but his self concious fears due to his parents and his love of Indiana.
