It's a song about a young man living on hard times, with little money and feeling terminally disillusioned with American society and it's unfairness. It's a song that protests about how people are encouraged to believe in 'the American dream' where everybody can make it in life and get rich, whereas in fact this isn't true and only applies to a tiny minority of lucky individuals.
He's discriminated against by the police, sometimes has to beg on the streets and is generally treated with contempt- he dreams of an ideal fantasy world where he gets all that he wants and is surrounded by pretty girls, is wanted for what he is and doesn't have to struggle any more.
