Some people say different things, that he either is singing about a girl or himself leaving their hometown. Based on the music video, I think it is about a girl going to a big city and leaving her "little Midwest town".
I don't exactly understand it though, because at parts he's encouraging her to leave and at parts he's saying he thinks she should stay.
I also think the choras part saying "If you got it all figured out then what is there to shout about" shows (aside from the fact that she's shouting) that she is making a bit of a fuss over leaving, and I think it's because she really doesn't want to.
