It's actually called La Bamba, and was originally a traditional Mexican folk song until recorded as a rock & roll song by the late Richie Valens in 1958 (who was killed in an air crash along with Buddy Holly and J.P. Richardson in February 1959).

The Bamba is a traditional Mexican folk dance- the song is about a man telling his dancing partner that it's a light-hearted dance that requires a fun-loving personality, and that he will teach her to dance it faster and faster, saying that he's not just a sailor but a captain (in other words, not just capable of dancing it, but expert at it).
