In my opinion, Silent Hill is far better. It is scarier and in a more subtle, psychological way. It's full of the kind of stuff that causes nightmares, whereas Resident Evil is not. When you finish a Silent Hill game, you find yourself with many questions that you have to make your own conclusions about. Silent Hill has the soundtrack by Akira Yamaoka which is incredibly creepy on its own. It has so many things going for it.
