Depends on the genre. There are many sad songs with words, and sad songs without words. Personally, songs without words (namely Classical Music) are the saddest. Many classical composers need no words to express anguish, or even their own sadness. "En Saga" by Sibelius is a good example, because he was very depressed when he wrote it. He had just found out he couldn't make it as a professional violinist, although it was his dream ever since he was young. It's a very dark song, not quite to make you cry, but it made me feel very depressed when I heard it live. What's special about this song, is it ends without hope, in a way. Many sad songs end happily, with hope, but this one doesn't. It's like someone died, and that's the end. I think it could be the most depressing song in the world, or at least what I've heard. Usually songs concerning death, a funeral, or a tragedy are the most depressing. But this is only in my opinion......
