It's a concept album that's supposed to tell a story that starts with a man dying (named 'the Patient'). It follows him as he remembers his life and thinks about his death and so on. It's called the Black Parade because some people have funeral processions, and processions are associated with parades (I think).

How did My Chemical Romance choose their album names?
I'm unsure about I Brought You My Bullets, You Brought Me Your Love but Three Cheers For Sweet Revenge & The Black Parade were named for the concepts the albums took on. When it was first written, Three Cheers For Sweet Revenge was intended to tell the story of a man and woman separated by death in a gunfight. The man was told by the Devil that he could be with his lover again if he brought him the souls of 1000 evil men. Three Cheers For Sweet Revenge was the name Gerard Way chose for that story. The Black Parade was named for the band's alter ego when the album was first released. For the shows, MCR embodied a different band (the uniforms, Gerard's hair, the other characters such as the Patient, Mother War etc.) and The Black Parade was the name of this alter ego. The Patient, while dying in a hospital, sees death coming for him in the form of a black parade. This stuff has been said in numerous interviews that can be found on YouTube.\ I think I heard something about one of them (I think it was Mikey) saying something about it being the "danger days" that they were in now, because they had just gotten rid of the album they were working on and were starting over. And them the "True Lives of the Fabulous Killjoys" part of the title came from it being about the Killjoys. That part is pretty self explanatory.
