You would have to use 3,2 which is 3 minims (half notes) which is the equivalent of a dotted semi-breve (dotted whole note) otherwise the time signature would be 1,1.5 which wouldn't work.

What is a rhythmic note with three beats?

It really depends on your time signature (that is what defines a beat as). In terms of the most common time signature 4/4, the note that has a rhythmic value of three beats is called a dotted half note.

A whole note lasts for 4 beats regardless of pitch or time signature. If you are playing a piece in 6/4, for example, a dotted whole note would last the full length of the measure.

If the time signature is 32 times how many beats dose a dotted quarter note get?

I'm assuming you mean the time signature is 3/2. If this is the case, then a half note gets one beat, so a dotted quarter would get 3/4 of a beat.

A whole note plus a half note?

If the time is 4/4, the following notes would be: A quarter note (1/4 or 2/8) of the measure) A half note (2/4 or 4/8) of the measure 2 eighth notes (2/8) of the measure.

What does a three beat note look like?

It's normally called a dotted minim, or using American terminology a dotted half-note, if you are counting in 4 time (counting in crotchets). In 8 time (where each beat is a quaver) it would be a dotted crotchet (dotted quarter-note).
