They're Industrial, not Metal. Industrial tends to be a bit of a grey area. While Industrial is rooted in Gothic Rock, rather than Metal, there have been bands which have obscured the lines between the two. For example, Metal bands who get tagged as Industrial simply for using a drum machine, which is a bit absurd. Rammstein, however, are more 'purely' Industrial than such bands.
