I'm pretty sure it's a penguin.
Torea, the pied oystercatcher (Haemotopus ostralegus).
A Rook has a white beak; as does a Magpie. There are others including at least one type of Pelican.
I believe I have found the answer to my own question. I think the bird I saw was a red bellied woodpecker.
Supposed to be magpies, with the white on the body, but are more like crows in size and beak structure. In fact, while Magpies (Pica pica) are in the same family as crows, the birds in the commercial are Pied Crows ( Corvus albus )
It could be a lot of birds. When i hear that discription, i think of a song sparrow or a field sparrow or a house finch.
