If your looking for true DIY hardcore punk instead of the mainstream, industry influenced "punk" that people speak of today, check out Common Enemy, The Imposters, Bad Reaction, Minutemen, Bad Brains, The Germs, Gorilla Biscuits, Uniform Choice, Stalag 13, Circle One, Minor Threat, Project X, Stomped On Sight, SSD, Black Flag, Teen Idles, Government Issue, Gang Green, JFA, SOA, COP, ... Some not so hardcore bands like Dag Nasty, Agent Orange or Adolescents may interest you. Id also check out some indie punk labels, just to name a few: SST, Flat Black Records, Overdose on Records, Dischord. There isn't necessarily an answer to your question. I would try to find something that I'm into (hopefully underground) and get involved. Start a punk band and just have fun.

The best punk anime would have to be NANA. It's a shoujo anime, so if you're a guy you may not have too much intrest in it, but it's super funny, has an amazing story line, the animation is super pretty, and the music is really punk and really great.
