The song is about a snowman who comes to life after some children found a hat and placed it on his head. Frosty went on to play with the kids before hurrying off saying "Don't cry, I'll be back again some day."

During Super Moshi Mission 9 you use the snowman body to give to the snowman head (the snowman is Tomba).
In Toontown, to get a snowman head, you need to complete the snowman tasks during the winter holiday event. These tasks involve collecting snowballs and selecting the correct items to build a snowman. Once you complete the tasks, you will be rewarded with a snowman head to wear on your toon.
The snowman's body won't stop rolling until either he goes off the edge or until he hits the snowman's head. If he goes off the edge, you can go back up to the start and try again. If he hits the snowman's head, then you can stand in front of the (now) completed snowman and get a star. (Note:It helps to slide down and get the snowman's head between yourself and the body)
