It has a lot to do with the age of the player in relation to the length of the arm.
An adult, with an arm 26" or longer would use a full size bow of 29.25". A 6/7 year old with an arm length of about 20" would use a bow length 24.5" Between this age and the adult age, a 27" length is usual. Under normal circumstances, a 15" viola would need a full size bow
