Because of the East Coast/West Coast rivalry. Tupac thought Biggie set him up to get killed/beat up at Quad Studios and the feud started. Tupac then started a "rumor" in which no one is sure about, that he had sex with Biggie's wife, Faith. They both put out songs that offended the other one, and members of each record label were feuding and saying pretty nasty things. Both men got threatening phone calls from supporters of the opposite, like Biggie got threats from Tupac's friends and label members, and Pac got threats from Biggie's crew. When Pac died, most people thought that the feud would die down, but instead Biggie died while promoting his album in LA.

Puffy made wide use of songs fro, the 1970s anf 1980s ... the beat was from an old record, which i think maye have even been called 'Juicy'/ Puff asked BIG to utilize the beat. Big was less than hapy about the idea on the onset, but Puffy pushed the issue and a hit was born...
