Cherries (sweet) like cool winters that accumulate chilling hours, 400-1000 chill hours of 45 degrees down to about 35 degrees f, can tolerate some teens. Consistent temperate weather with cool summers below 90s. They also prefer well drained soil. New cultivars such as Minnie Royal and Royal lee are low chill cherries that are even producing fruit in so cal. You can get newer rootstocks that tolerate heavier soils as well. Northern Calif, WA, OR, and MI are the top cherry producers in the USA, and you will notice the cooler climates they thrive in.
It depends on the look you want. You always trim the tree from the bottom of the tree. To make it look like an umbrella which is trimmed high, or a mushroom which is evened at the lowest point. You should always keep the strongest central "leader". This will be the support for the weeping limps when it is mature. The "mushroom look" will cause scars and will make the tree look unnatural. The idea behind the weeping cherry tree is to look as naturally beautiful as possible. You decide which direction the tree grows during its pruning, just make sure you pick a good strong leader.
