Paul wrote the Book of Romans to the individual christians in Rome [not to a church] because he had tried to before but could not get there himself.

Romans 1 [KJ] 7 To all that be in Rome, beloved of God, called to be saints: Grace to you and peace from God our Father, and the Lord Jesus Christ Romans 1 [NASB] 13 I do not want you to be unaware, brethren, that often I have planned to come to you (and have been prevented so far) so that I may obtain some fruit among you also, even as among the rest of the Gentiles. 15 So, for my part, I am eager to preach the gospel to you also who are in Rome.

In his Study Bible John MacArthur says the only time Paul and Peter ever went to Rome was when they were both executed by Nero in 66/67AD.

Paul stated in his Epistle to the Romans that he intended to visit Rome, and there is no reason to believe he failed to keep that promise. The Muratorian Fragment also states that Paul travelled from Rome to Spain, but this text can not be dated earlier than 170 CE, so would not be proof without independent confirmation. In possible support of this, Clement of Rome, writing about 96 CE (1 Clement), says that Paul lastly preached in the far reaches of the west (Spain), and Paul would surely have stopped over in Rome before proceeding to Spain.

Acts of the Apostles (27:1-28:14) does say that Paul was taken as a prisoner to Rome, but Raymond E. Brown (An Introduction to the New Testament) says that there is no confirmation in the undisputed (or even the pseudonymous) Pauline letters of the appeal to Caesar and this journey to Rome, and that some who challenge the historicity of Acts dismiss the account of Paul's hazardous sea journey as novelistic fiction

Yes, Paul was arrested as usual and was taken to Rome where he was beheaded. Paul traveled to name a few: Turkey, Asia Minor, Damascus (Syria) ...needless to say Paul traveled allot.
