As most of the officials responsible for the wrong decisions at Chernobyl died of radiation poisoning within weeks of the accident, there really weren't any people left to take legal action against.

The reactor was sealed in an improvised concrete coffin. This coffin is beginning to fail now and I understand they are planning on sealing the original coffin in a larger one.
