At face value, the song's about wanting something to believe in so that their lives have reason to go on. They sit around waiting for this reason, but they're afraid to go out and achieve it though they aren't sure what they're afraid of at first.

However, they find part of the reason they are sitting and waiting is because they are afraid of becoming nothing in life, but have found that by doing nothing with their lives, that's just what they've become. So, in the end, they are still waiting for something to give them meaning and reason.
