The requirements for the GPA vary from one school to the next, but of course, you would want your GPA to be as high as possible. If you apply for scholarships, you would have to inquire as to what the minimum GPA requirements are for scholarships you want to apply for. Again, you would want your GPA to be as high as possible, especially since competition would be great.

When I went to an orientation seminar I heard the average GPA was a 3.5. I had a 3.39 unweighted and I got admitted into the university. Admission is not based solely on GPA. Extra-Curricular activities are an integral part of your admission. There are some rare cases where people get in with low GPA's. One of my friends got in with a 3.0, yet at the same time one of my friends with a 3.5 did not get in. It's not as easy as statistics. Just do your best.
With that GPA you should get in without much of a problem. I got a 3.4 also and got in. With an ACT score of 16, it lowers your chance allot. I had a 24 on the ACT which is a bit low for them, but still okay. One of my friends, got denied from MSU with a 3.5 and a 21 on the ACT. He took the ACT again and got a 23. He got in when he reapplied. I would go the same route as him. Retake the ACT and get at least a 23.

Depends on what you are referring to. If you are talking about having a 1.3 GPA for the previous semester and a 2.3 the following semester, yes, it is certainly possible and probably easier then you would think. If you are talking about going from a 1.3 overall to a 2.3 overall, it would be pretty hard. If your 1.3 is based on a single semester, then it would be possible if you got a 3.3 to bring the overall up to a 2.3 in one semester. If it is based on more than one semester, no, you wouldn't be able to do it in one.
GPAs are very combined, but looked at separately. Still, you have not indicated who would be looking at the GPA or for what reason. For example, are you applying for a graduate degree, or is it for employment purposes, etc. Thus, it is difficult to give you a more precise answer.
Simple math... (3.61/4.0)x100=90.25% So, your GPA is 90.25%, which is quite good(I have the same one ;P ), but it will be useful, if you could gain at least 4-5% more, it would increase your chances of acceptance :)

I would say TRY to get all A's. If you get one C you need two A's to pull up your GPA to be decent.
