There's a terminology problem here.

Birds, including blue jays, lay eggs. The eggs are then incubated until the young birds hatch from them.

If you consider "hatching" to be the same as "being born", then no, the incubation has already taken place.

If you consider "born" to correspond more to the egg laying part, then yes, the eggs are incubated after being laid.
