There's a few things to take into account:

-The age of both parties, I've known Freshman who were 15-17, and seniors who were younger than me in my Junior year (I was 17-18) at the time. No one would really care if the senior in question is dating someone who's a year or two younger than him, 3-4 years is when people start raising a few eyebrows and talking, anything beyond 4 years is where people question your choice. At most, the age difference will be 2-4 with an "X" variable which represe NT their birthday, time of starting school, held back, bumped up a grade, etc.

-In some states, the Age of consent is 16. In some other states, it's also extremely confusing. From what I can tell, at the age of 16 (if you live in certain states) you can legally "date" (in a very loose sense of the word) someone who is at least 18 but not over 21 (Don't quote me on that 21 thing, that's an assumption since I don't think anyone could say "I'm 21 and dating a 16 year old without sounding sleazy"). Sex is where people blow up...I think as long as the 16 and 18 year old actually like each other and there's no evidence of being threatened into anything, then there really shouldn't be a problem. The age law is there to protect people...but sometimes it's just a joke (considering people do it anyways).

-What really bothers me most is the "He" part. It seems that whenever questions like these come up, everyone just assumes that the guy is older (I think the logic behind that is "girls like guys who are older and more mature"), if it's an older guy dating a younger girl, he's suddenly a social outcast. But if it's an older girl dating a younger guy, it's a very different reaction...people say: "Dude, you win at life...!!!" Granted, the girl will probably have people talk behind her back or to her face, but if you're brave enough to come between a man and his gf, good luck with that, I'll be at your funeral.

-And lastly, the whole "can't get someone their own age" thing. I'll be honest, I've always been at least a year older than about 90% of the people I've went to school with. This is because I started school late. And I've liked girls in my class, does that mean I can't get girls my own age? That's ridiculous. =_=

You can't really "choose" who you like and don't like. Anyone who says otherwise is lying through their teeth.

So in conclusion.

Forgot the whole Freshmen/Senior thing. Determine the actual age difference, keep it mature, realize that people will probably talk if the age difference is beyond 2 years, then make your own decision on what to do when you weigh the pros and cons and the worst possible ending. If the price isn't too high, then go for it. If however, the price is too high...always remember, there's other fish in the sea...

College represents a very significant change for the senior. This person is leaving behind an environment that is thrust upon them by adults and entering one that is of their own choosing as they become an adult. It is a huge culture change. There are new people to meet, new interests and new obligations. All of these issues can put a significant strain on the relationship. Some of the change may be more manageable if the college is a local institution, but as time passes, more changes keep coming as the college student is growing into a new world.

There are a couple of huge issues that should be considered. If the senior is male, when he turns 18 he can be charged with a crime if he is sexually involved with a minor. This is no small issue. In fact, the parents of the freshman or the senior may insist on a mandatory end of the relationship when the senior turns 18 to protect the minor. The second very important thing to consider in trying to keep this relationship going is the maturity of the freshman. This person is only 14 or 15 at best. A college-age person is old enough to consider a potential life partner, but a freshman in high school needs the time of their high school experience to grow to that point. The freshman in college and the high school student are simply at two different phases in their lives. Sustaining this type of relationship is not likely and probably not in the best interest of either person.
