There is no exact date or time when K-Pop got popular, but we can see it spreading overseas and to many different countries because of something called the Hallyu Wave.

K-Pop was really started by Seo Taiji and the Boys, and they were what broke away from older Korean music. As time went on, many of the more popular bands such as DBSK and H.O.T were able to reach a larger audience. DBSK in particular broke the world record for the largest amount of fans in their fan base- and that was only the number counted- there were still hundreds and thousands who hadn't been counted.

DBSK was a pretty revolutionary group that were able to show a significant difference in the amount of people that listened to K-Pop. Overtime, as K-Pop evolved, more bands such as Super Junior and SNSD released songs such as Mr.Simple and Gee (which hold the most amount of views for a kpop MV on YouTube) which were catchy and spread to many audiences- pulling many into the fandom.

Additionally, I guess K-Pop really got a lot more popular as the various groups started interacting a lot more with their overseas fans such as promoting in Japan and China, as well as going on tour to many different countries and speaking in english.

So yeah c: There's no exact date or time when K-Pop got popular, but it was definitely an evolution :D
