Sounds like water ingress, possibly in the fuse box area.
I had this problem a couple of months ago on a '94 Grand Cherokee Limited, along with a window problem where the passengers' window switches would not make the windows go up and down; it turned out that the problems were not related. For the lighting problem, there is a sliding switch on the lower part of the dash to the left of the steering wheel that controls the brightness of the instrument panel. If it is set to the far right position it keeps the interior lights on when the doors are closed and the car is turned off. Set the switch closer to the center to see if that solves the problem. If that doesn't solve the problem, it could be that the switch is bad; the Jeep place said that the switch is no longer available but there might be an aftermarket switch that could be found (where they didn't say).The technician also found a notification from the Jeep data base that a possible cause of the problem could be corrosion in the electrical connector for trailer lights (located near the trailer hitch at the back of the car). How that might be related to the interior lights is unclear to me, but the technician put dielectric grease in the connector. Somewhere in the trouble shooting process the problem went away, nobody knows why; the good news is that it hasn't come back. The window problem was resolved on this forum with the help of Hai Nguyen. The Jeep place said that the driver's switch console (which also supplies power to the passengers' switches) had failed but, as Hai suggested, I examined the wire bundle going from the body to the door and found that a yellow wire was broken. I soldered the two ends together and the passengers' switches worked properly again (for a lot less cash outlay).
Well you mean tail lights i think and it has to either they are burnt out or a brake edal sensor is the problem and is stuck
I would say 1 of your door switches are bad or your door doesn close all the way.

I would check the wires just behind the light. I had the same problem and the wires were broken a little just wiggle them as the lights are on.

This sounds like an issue with a fuse. In newer sunfires, if the Radio/ACC fuse blows, no indoor lights work and nothing will turn itself off when the car is off (meaning your daytime lights will stay on even with no key in the ignition). It's a 20w minifuse, walmart sells a pack for about $3.50.
first check your fuses, switches, wires. you should find the problem with lights checking these. Now for the heater you still want to check the fuses, switches and wires. Be sure the heater hoses are connected. I recently saw a used car that the heater core was bypassed. is there any heat at all? are the vents blocked (I had this problem with leaves from sitting for a long time before I bought my jeep). there is a cable that runs from the dash to the heater core housing. This opens and closes a door that allows heat in, is the cable connected and working? There is a rheostat on the outside of the housing check the wires and condition. if there is obvious corrosion or damage replace this. if you have some heat but not much it could be the fan it is located in the engine compartment on the passenger side. if you need more help resubmit your question with the make model and year and what you have tried and I will try to help from there. good luck
I had this happen to my 1999 town car. There is a computer lighting module which controls the action of the lights. A bad module causes lights not to respond to switches ( the switches don't turn on the lights directly, but send a signal to the computer lighting module). This unfortuantely is an expensive replacement.
Start by checking your fuses. Then bulbs. Then switches in that order.

take off your dash bezel that stretches from your gages past your radio then remove the heater control box and it will be on the back twist it out and replace your bulb for around $1.00.
check fuses and and all switches one may be bad.also check bulbs behind dash they may be blowed.
