It will only be dipped during the playing of the National Anthem or To the Colors or a foreign national anthem. During salutes etc. the dip for State colors would be based on that States' flag laws. In the Army orgnaizational flags including the Army flag only dip during salutes for officers of that command and higher. This happens while the National Anthem is being played or in case a foreign national anthem is played. The United States Army flag is also dipped in a similar way. The regulations of the United States Air Force are somewhat different as the flag is dipped in salute while about six pages in front of a person being saluted.
