You can't catch wild Cacturne in Pokemon Emerald. However, you can catch its pre-evolved form, Cacnea, in the desert of Route 111. Then raise your Cacnea to Level 32 and it will evolve into Cacturne.

∙ 8y agoIn Pokémon Emerald, wild Cacturne are not available for attempted capture however you can find wild Cacnea in the desert area which is Route 111, Route 111 is North of Mauville City additionally you also have the option of trading with another trainer who has caught Cacnea in either of the 2 previous Pokémon Gameboy Advanced games of Pokémon Ruby and Pokémon Sapphire.
