"Electric City" is a house brand, not the maker's name. An experienced gunsmith might be able to identify the maker by the design features, but the value is so low that such guns are rarely seen for repairs. The name tells us the gun was made for the Scranton, PA market, sometime after 1886 when Scranton adopted that nickname. The chambering also places date of manufacture c.1900 when the .410 was evolving out of .44 shot cartridges.
