Right behind the glove box. Remove the three screws at bottom of glove box. Once it is off you will see it on the blower casing. Remove shroud from below with an 8mm socket. Same socket will remove resistor. Total work time ~10-20 minutes.
Check for a blown fuse first. If the fuse is OK, then the blower motor resistor pack or the blower motor itself may be bad.
I had this happen to me and it was the resister connectors , could be the resistor itself, 92 had it mounted on left front fender near top, it gets weather in on it and the wires corrode in their covers.

There is a Blower Motor Resistor Pack. Either the blower motor speed control switch itself is defective or the Resistor Pack is bad.
The Blower Motor has a resistor attached to the blower motor itself. I'm not familar with a relay for the motor. I think you have to remove the Blower Motor itself to get access to the resistor. The blower motor is under the dash on the passenger side. It's like 3 maybe 4 bolts to remove.
It would help if you told us what model Buick this is. I am going to assume this is a Buick Car, FWD as the Roadmaster rarely kills a blower resistor. For most common location, open hood and look near cowl for a plug near the air conditioning box just forward of the windshield wipers. It should have several wipers and the resistor itself protrudes downward into the box held in place with two screws. Screws have 7mm, 8mm, or 1/4 inch hex head. If not: look near blower itself under the dash on the passenger side. The resistor should protrude upwards into the HVAC housing near the blower.

Check by or near the unit itself
Two possibilities. Either the blower motor resistor pack is going bad or the blower motor speed switch itself is going bad. Try spraying the blower motor speed switch with a good electrical contact cleaner. Do not use WD-40. If that does not help suspect the blower motor resistor pack.
Blown fuse, bad blower motor switch, blower motor itself, or a defective blower motor resistor pack.
