The blower motor is fuse 5 on the interior fuse panel

In my '95 cherokee, the blower motor resistor is under the glove box. I assume it's about the same on a 1990. I posted instructions (with pictures, so at least you'll know what you're looking for) for replacing it on www.timsjeepblog.com.
In the fuse block passenger side dash
If your fuse panel is the same as the 95, check fuse #9 under the dash.
Blower motor resistors are generally found nearby the blower motor.
There is a fuse that protects the HVAC (Heating, Ventilation, Air Conditioning) blower motor circuit.
The 1995 Ford Explorer blower motor relay switch can be found in the fuse box. The blower motor relay switch will be in the third column, second from the top.

The blower motor resistor is under the glove box. There's a plastic cover over it. You remove the cover and you'll see a connector that is plugged into the resistor. You can see pictures at www.timsjeepblog.com.

sounds like a defective blower module
The blower motor is located in the passengers compartment near the right side of the HVAC module...............
Blown fuse, bad fan speed control switch, bad blower motor resistor pack, bad blower motor, or loose or disconnected wiring.
