If you are talking about a Softail, it is on the front lower cross bar of the swingarm. should be a hose connected there that runs up to the back of the oil bladder, remove the Allen bolt to drain the oil. when the oil is drained pour a little clean oil into the bladder until it comes out the hose.
It is a ridiculous design it actually drains inside the uni-body frame rail, you will have to remove the dash to get to the hvac unit and replace the seal that seal it against the firewall from the passenger side so it will stop leaking inside the car, or you could cut a hole inside the fender well to get to it and attach a drain hose that will drain inside the fender well through the hole that you made.

The 2003 Harley-Davidson Heritage Softtail transmission drain plug is on the bottom of the transmission. The drain plug is flush with the bottom of the transmission. You can remove it with a half inch ratchet.

The plug on the shifter side is the oil drain plug. The one on the braking side is the transmission fluid drain plug.
On the front of the oil pan, under the transmission,on the side by the primary. Get a manual.
Look underneath the engine, towards the front in between the frames tube transition. You will see the bolt there.
On a 1986-2003 there is a drain hose. Look under the motor and there is a rubber hose with a worm clamp on it, it attaches to a bung on the frame. Loosen the clamp and remove the hose from the bung.
