There is one when you open the front passenger door, down by the floor on the right there is a small square panel that pulls off. Those are your most commonly used/changed fuses. There is also another fuse/relay box in the engine compartment. Pop open the hood and it's on the passenger side in the vicinity of your coolant bottle. It's a simple clip to pull on to release the cover, and on the inside of that cover it shows you which relays and fuses are in what spots.
There is 2 just like any other Jeep SUV. 1 under the hood with relays and fuses and the other should be near the passenger door. Open the door and it should be on the dash body. Also on some, not all, there is another fuse/relay cluster inside the glove box, you will have to remove a cover on the bottom-inside the box, near the hinge.

Fuse Panel is on the lower instrument panel just to the left of the steering column. power distribution center is next to the battry
one under the hood next to the battery and the inside the right side floor pan in the kick panel look for the little door
To the left of the steering column for interior items. Under the hood (drivers side, in a black box) for other fuses.
I had the same problem, I found i had a blown fuse in the fuse panel. After replacing the fuse, scanner had no problem reading or connecting with the computer on my jeep.

In the fuse center located behind the passenger side kick panel for a 1997-2001 Jeep Sport you will find the fuse/circuit breaker for the power windows and power door locks located in position number 28.
The windshield wiper fuse on a 1993 Jeep Cherokee is located in the fuse box that is located in the engine compartment. Disconnect battery before servicing the fuses in this fuse box on top of the battery.

The 2002 Jeep Grand Cherokee driver's seat heat fuse is located under the dashboard in the fuse panel. There is a secondary fuse panel located in the engine compartment as well.

I know the Cherokee does. If the Grand Cherokee does, check the diagrahm on the fuse panel cover. or owners manual.
