Louis Armstrong (1901-1971) became known for his scat singing, notably on Heebie Jeebies (1926). However, there were earlier artists who employed scat, such as ragtime singer Gene Greene, Gene Rodemich, and Aileen Stanley. "Jelly Roll" Morton credited his early use of scat (around 1907) to the influence of Joe Sims, a comedian in Vicksburg, Mississippi.
Scatting, as we know it today, may not have existed in the 1920's as we can only use recorded evidence to reach a definitive conclusion. The nearest was some of the wordless vocals that a couple of the female singers like Adelaide Hall sang on Duke's recording of Creole Love Call. The first true scatter was, of course, Louis Armstrong but I don't have a sufficiently intimate knowledge of his recordings to say when exactly he scatted his first chorus on record. I guess one could say that the great Cab Calloway's nonsense singing was a form of scatting but it would depend upon where one's guidelines are be drawn.
