(The Piccolo is- I believe- the highest sounding member of the woodwind family of standard orchestral instruments whilst the Double Bass is the lowest sounding member of the String family).
a bass plays at a lower pitch. Bass Guitar is lower than a normal guitar. Bass Clarinet is lower than a regular Clarinet. Bass is lower than a violin.
A shorter instrument like the piccolo or the clarinet have a higher pitch as opposed to say a Tuba or a baritone saxophone which have a lower pitch.

as a matter of fact,the piccolo is higher in sound then the flute! its amazing how such a little instrument can produce a high sound!!!
There is, however, an instrument called the "piccolo clarinet." This is basically a small clarinet, which is a single-reed instrument. Similarly, there is the "piccolo oboe" or "piccoloboe", which is s small oboe and therefore a double-reed instrument. "Piccolo" is Italian for "small". (and, understandably, since it would be silly to have an instrument named "small", in Italy the flute-like instrument called a piccolo in the United States is known as an ottavino).
