A note or rest that is followed by a dot (or period) will have it's duration increased by 1/2 of the note's (or rest's) original value. For example: a dotted quarter note will have a value of one-quarter plus one-eighth of a beat.

In my research, I have found that this is a musical question, and the spelling is C-R-O-T-C-H-E-T. This is a British term for a quarter note--which is one-fourth of the whole note. Therefore, a crotchet rest, would be a quarter rest.
