Back in those days the credits for movies weren't very detailed so many people went uncredited. But Herbert Stothart wrote the main music for the movieand Robert W Stringer, George E Stoll, and George Bassman wrote additional music for some of the scenes.
The Wizard is not good (or effective) at doing the things a Wizard does.

Metro-Goldwyn-Mayer did. The songs were by Harold Arlen (music) and E.Y. Harburg (lyrics). The background score was by Herbert Stothart, with assistance by George Stoll and Robert W. Stringer. Many other people did arrangements and other musical contributions.
Patsy Cline (1932-1963) was a country singer. She was not in "The Wizard of Oz" (1939). There is no record of her appearing in any Oz production.
