It evolved- in tandem and in paralell with amateur or Ham radio. one can call Hugo Gernsback- who published all manner of radio and related hobby magazines- as in effect the founding father- Hugo also was a prolific science-fiction writer. The idea of bouncing radio signals off planets was suggested in sober language in his radio magazines as early as l927 ( the year Gina Lollobrigida rolled off the Lines, The Yankees were burning up the league- and the San Rafael went missing in action- exactly ten years BEFORE the much- better known Electra Project. The concept of modulating the amplitude of an AC current was known for a long time, around the end of the 19th Century and beginning of the 20th. It's just that nobody had the hardware to be able to generate it. I'd say the best candidate for 'inventor' was Lee deForest, who invented a practical triode vacuum tube, in 1907 I think, making it possible to modulate the RF signal on the plate with a small secondary AC signal applied to the grid.
