That's a tough one. There have been very early rappers that had made it popular but where did they get the idea from? They didn't just have a light bulb go on in their heads and call it rap. The thing some people don't understand is every genre, rap, country, regae, pop, are all poetry. So rap came from an early genre of music.

That's why I think Bob Dylan came up with a song that gave the first rap artists the idea of what rap is. The song Subterranean Homesick Blues is the first talking song ever written but it was probably more widely known when Rap developed than were the earlier Talking Blues and Talking Union songs that influenced Dylan.

The Sugar Hill Gang in 1979 came out with the very first rap album, then the rest is history. Bob Dylan is a country, folk, gosbel, and bluegrass like artist. Yes this is possibly I guess you can say the father of the rap genre. With out him no Snoop Dog, Nelly, Jay Z Iced Tea or anyother respect the generations that have paved way whether you liked there genre of music or way of the way of their life or not.

Black American, Caribbean, African & Latino influenced created rap.
