From my understanding,they were kids that were playing around in the gardens of Chiswick House in London,and they were added(I think at Micheal Lindsey-Hogg's suggestion...but I could be wrong with that)to lighten the somewhat somber mood and tone of the song.Jefferson Airplane kind of did the same thing for the promo film for "Martha".
