Miller didn't write String of Pearls. It was composed by his chief arranger Jerry Gray.

Jerry Gray was a highly talented composer, arranger, and conductor who had a strong fondness for short, riffy melodies that could be played on a few notes, then repeated and embellished up to a musical climax. Listen to his arrangement of Begin the Beguine for Artie Shaw, or other Miller hits such as Pennsylvania 6-5000 for other examples of his style.

I've never seen an explanation of what inspired him to write Pearls, but it's probable that he was simply noodling around with various chords and happened on a combination that he liked.
