In order for your crops to grow well, they have to be watered regularly. If the rain comes at the right time, that works out perfectly, but sometimes the rain does not come when you need it, so then you may have to find some other way to water your crop. Irrigation does this efficiently.
My best answer is if their food supply was their they stayed around and created the jobs of farmers, bakers, etc. that formed a society.

The area in which the Sumerians lived was subject to flash flooding because it was located along The Tigris and Euphrates Rivers. This provided fertile soil to produce surplus amounts of crops but was in some ways a disadvantage to the people because the floods would sometimes distroy their settlement and livestock.
The Sumerians were the first to build an irrigation system. They learned how to use the floodings of the rivers to water their plants. They dug canals in which they could store the water and made gates (dikes) to protect their lands from flooding. When the river went back to its banks, the gates were closed and a lot of water remained in the canals. Without this knowkledge (and hard work) they just wouldn't have been able to live and farm in the very hot weather.

they work together
Small irrigation canals were constructed by the farmers over whose land they flowed. They worked together creating a system to work as efficiently as possible. Big irrigation projects were initiated by the Pharaoh. He commanded his hydraulic engineers to made plans and his surveyors to mark out the route on the ground. Then hundreds, perhaps thousands or tens of thousands of naked slaves were set to work to make the plans a reality.
the organ system will not work together
because the sumerians did not work well together and they were very strong so they don't need to unite. They don't need help too.
