Example from the USA: Government tried to lower the speed limit from 70 MPH on the freeway to 55 MPH............. And almost everyone ignored that lower limit. Convention held that the drivers would go about 65 MPH and they did, ignoring the law (unless they actually SAW a police vehicle.) Convention prevailed over law in that example of civil disobiedience.
