They dug canals in which they could store the water and made gates (dikes) to protect their lands from flooding. When the river went back to its banks, the gates were closed and a lot of water remained in the canals. Without this knowkledge (and hard work) they just wouldn't have been able to live and farm in the very hot weather.
The Sumerians controlled their physical environment by practicing irrigation. They also domesticated animals and built houses out of mud bricks.
