For the same reason that you don't eat grass...because their metabolism is not set up to deal with it. You could eat grass by the handful and it would do you no harm, but your body would have no way to extract any nutrient from it. Same with birds. Their bodies are set up to extract goodness and vitamins and all the other stuff from seeds and grains and nuts and berries.
