Essentially there is no difference between a philharmonic orchestra and a symphony orchestra. Both are made up of the same types of instruments and are capable of playing the same music. A philharmonic orchestra is normally composed of a choir or choral society that it accompanies whereas a symphony orchestra is not. There is or there use to be a difference. The Philharmonic Orchestra was also called " The Musical Republic" the musician elected their Conductor, the economics, the character of their orchestra, share revenues. The Symphonic Orchestra was mainly musicians employed by a State, University, etc. Today I do not know if this difference still prevails.

An orchestra is set up for a performance with the string instruments in the front, followed by the woodwind, brass, and percussion sections. The conductor stands in front of the orchestra to lead and coordinate the musicians.

If you are thinking about cello, you may want to have long arms, it helps with getting perfect sound on your instrument. A symphony orchestra may have from 8 to 12 cellos; that's hardly 'not many.' In fact, in an 80-member symphony orchestra, the cello section usually constitutes at least 10 percent of the total orchestra! I don't know who you reference when you claim "they think violin and viola are better" but that's a totally absurd statement. And as for arm length? Apparently you know little to nothing about the cello.
