The song selections (set list) for a tour are very stringent. You figure, they have a short amount of time to fit in as may songs as possible and no matter what they chose or do not chose someone is going to be disappointed.
To answer your question, To Live Is To Die was not a favorite of the bands nor did it have any value of being "commercially" successful (i.e. as it is an instrumental!) which immediately after the "Justice" tour they began leaning toward more commercially (and shorter) songs.
At over nine minutes, by playing "TLITD" they would have essentially replaced three other songs in the set list.
