Why hasn't Justin bieber gone thought puberty?

In a Bop Tiger Magazine they said Justin Bieber went to a doctor and since he is 16, the docteors say the time he is gonna get beard, and make his voice deeper is about when he is 24-26 years old, that is not normal for teenager of 16 years

The same thing that happens when any other male hits puberty. He got taller, started to grow facial hair, and his voice lowered overall in pitch.

As to whether his voice will ultimately change more drastically, and how that would affect his singing career - we will have to wait and see.

It did change, because it is now easier for him to sing low-pitched notes, and harder to sing higher-pitched notes. The change is discernible, but not a great difference. Some singers experience vast changes in vocal tone from their teenage years to adulthood, while others change less, or more slowly over time. And some will always sing in a higher pitch, because that is their normal voice.
