That's called (in Black English) Brown Baggin'. The reason people conceal not only Whiskey, but any alcohol, is because in some localities, it is illegal to drink alcohol in public. Hiding an alcoholic beverage in a brown bag (hence the name) concealed the fact that alcohol was being consumed.
