Yes. They work fine if the lights are off (ie. during the daytime) but when the lights are on all the brake lights are off. Our Grand Cherokee has tons of problems. The ac sometimes does not work, the gauges go crazy, the power windows play dead sometimes. We got it checked out. Mechanic says our body control module is going bad.
Just replaced the headlight bulbs in a 98 Grand Cherokee that had the same problem. It had the wrong bulbs in it. It had 9007's in it. Calls for 9004's.
Your 1996 Jeep grand Cherokee dash lights probably keep flashing and dimming because of a loose or corroded ground wire. The ground wire might be getting contact at times and at other times not getting contact.
I had the same problem with my 1997 Grand Cherokee and it was the dash mounted automatic light switch. The problem was also solved by turning the headlamps on manually.

When the battery is low or has been disconnected it will trigger the security sequence when reconnected; which not only can flash the lights and sound horn but will also keep the vehicle from running until the proper key is used or the key-less remote is triggered. Hope this helps you.

Check your fuse. Usually the manufacturer has the dash lights and the tail lights on the same circuit.
It should say TAIL for taillights or maybe brake lights.
